1. Opening
   Mr. Jiri Ulman was made the opening of the congress. Mr. Genady Shmallko was led the Congress
2. The election of new IPCA president
   14 IPCA congress members were joined of the election of new IPCA president. Mr. Jiri Ulmann has became a new IPCA president, unanimity election.
3. The election of new secretary, vice-presidents and commissions
   Mr. Shmallko, Mr. Kolesnikov and Mr. Glazar were electioned to the function of IPCA vice-president.
   Mr. Vladimir Talla was estimated to the function of secretary and his assistant was estimated Mr. Jacek Orzechowski
   sport-technical commission- Mr. Kuchyna, Mr. Klimes and Mr. Bondarets
   legislative commission – Mr. Genady Shmallko
   Mr. Oleg Zilbert was suggested to IPCA delegate in FIDE
4. Discussion about the 8th IPCA World Championship and about Chess Olympiad in Dresden
   Members on congress were resolved get to notation these items.
   • IPCA committee entrust to Mr. Talla together with IPCA delegate by FIDE request of grant for this year and financial grant on the 8th IPCA world championship2007 in Poland
   • Secretary Mr. Talla is going to contact Mr. Walsh and he is going to require for release of dues for IPCA members on FIDE Elo and national federation for release of dues per national Elo.
   • Preliminary nomination on chess olympiad in Drazdany is going to do after 8th IPCA World Championship in Poland.
   • In nomination can by 6 men, 4 women and 4 attentand members. Mr. Blatny was agreed this with FIDE.
   • In nomination they must by 3 men and 2 women with wheelchairs.
   • Objective of IPCA is, on chess olympiad must by teams with players from 4 different countries.
   • Before the Chess Olympiad FIDE will be organized the Olympiad of the teams IPCA
   • For the 8.MS IPCA in Poland is responsible Mr.BIELCZYK, who must send to president of IPCA names and contacts of organizers and sponzors.
   • Term of 8th IPCA world championship is goint to know to end of october 2006.
5. Discussion
   Term of 8th IPCA world championship is goint to know to end of october 2006.
   In Championship IPCA will place on the first places people (non disabled, in good health), or only easily handicapped people, they recieve only prices. Chalange-cups, medals and diplomas get only handicapped players, according their results.
6. Completion
   It is over of the 7. World Championship IPCA, which was passed off without troubles. Thanksgiving belongs to organizers, chief referees Mr. Stanislaw Kornasiewicz from Poland and Mr. Rudolf Kolesnikovov from Ukraine.
